Led OCS, traction power, and time-related indirect estimating on the owner-side estimating team. Supported the 90 and 100 percent engineer's estimates and contributed to forensic GMP review that documented cost findings in the several-hundred-million-dollar range. Authored 50+ bid-item cost reports and completed line-by-line OCS reconciliation that drove a 207,000+ man-hour labor delta to roughly 2 percent alignment.
Reviewed trolley modernization, a traction-power substation, a heavy maintenance facility, and a tunnel CBTC program at 30 through 100 percent design opposite the designer of record. Delivered 500+ structured findings with designer response tracking, plus cost gap analyses, basis-of-design reviews, specification reviews, and schedule and sequencing analyses.
EI&C lead on the review team. Constructability review at 60 percent design and the full electrical, instrumentation, and controls takeoff covering 169 motors and actuators across MCC and power distribution schedules.
Led the full electrical and instrumentation takeoff and estimate, estimate read and reconciliation, bidder question-and-answer, and best-and-final support for the owner.
Constructability review and specification hardening for the electrical scope, plus packaging input, risk allocation, and interface coordination for progressive procurement.
Developed and verified a 40-risk quantitative register with Monte Carlo simulation on a CM/GC highway program at 60 percent design, auditing each risk against 1,000+ pages of source documents and delivering a full register with dashboard, risk matrix, quantitative analysis, and mitigation tracking.
